IF the sign may be judged to be an eyesore, or a distraction to traffic, you may be found to be creating a nuisance and fined, depending on your municipality. Several homes in New Jersey were recently fined for excessive displays of Christmas lights.
I have 2 neighbors who are currently in a display war - one has a 10-ft. high inflatable Santa, while the other has so many motorized deer on his front lawn, I'm worried that he's going to start attracting wolves. Whatever happened to a simple strand under the rain gutters, and leaving it at that? If you have so much money and feel the need to show off, go downtown and drop a $10 bill on every homeless person you see. Or drop off a dozen bags of Purina at your local animal shelter.
Remember, Christmas is about family, and charity, and thinking of your fellow man. It is NOT about proving that you're assholier-than-thou, or taking the Lord's name in neon. /Roy, hanging blankets over the windows to block out the strobes

This iconoclastic atheist has no problem whatsoever with people putting up religious signs on their property 24x7x365. It seems your problem isn't with atheists but with what your fevered, obsessive imagination assumes them to be.
PS - If you're wasting your time basing your Christmas decorations on how much you think they'll upset people, then you are in desperate need of both medication and of getting a life.

Uhhh..... Xmas is primarily about selling unappreciated useless crap in the name of the Lord, and to hopefully placate nagging feelings of depression, futility and remorse.
I put up my joyous display of visible light on Thanksgiving, and take it down the day after Winter Solstice.

No. (Unless by 'public expense' you mean 'voluntary public expenditure', which I presume by your phrasing you don't.)
No.
There are many such objections. Perhaps your news feed chooses not to show them.
