Have any governments made laws about plastic bags at shop checkouts? Why don't the force the shops to charge for these bags? don't you think it would encourage people to use reusable shopping bags?

I think that in Ireland there's a plastic bag consumption tax, and the consumption was reduces there by 90%. There are other governments that consider this law now too.
