United Nations IPCC scientists blame human interference, not natural variation, for causing our changing climate, and manipulate the data to suit their arguments.

This is the headline, and even it uses the word 'about'. Its immeadiately followed (as you yourself admit) by a quantification of that 'about', ie 0.6 +/- 0.2. Furthermore, the +/- 0.2 is itself quantified as being at 95% statistical confidence. Further, it then refers you to figure 1 (very tricky to find: its on the facing page) which refers to various other sources of uncertainty. It then gives you a reference to deeper into the report where these figures are based.

You seem to want a report consisting of nothing but qualifications with no actual data. While that might suit your bias, its unclear why you expect anyone else to agree.
